Saudi Vision 2030: 2 of 21 measurable goals already met, by the government's figures

Saudi Arabia’s own reported figures show stronger progress in housing, health and digital government than in several economic diversification measures. The latest readings meet the heritage and volunteering targets, but unemployment no longer meets its goal.

Saudi Vision 2030’s economic restructuring goals remain among its larger gaps. Across the 21 goals with targets and government figures, 2 are met, 1 was met earlier but is not met now, 7 are more than halfway from their starting points and 10 are less than halfway. One lacks a starting point. These are the government’s own reported figures; the latest are for 2025, 9 years into the 2016–2030 plan, although some indicators have older readings.

Already met

Annual volunteering reached 1,749,000 in 2025, above the 2030 target of 1,000,000. UNESCO World Heritage sites numbered 8 in 2025, matching the 2030 target. Both goals were first met in 2024.

Met earlier, but not now

Unemployment among Saudi nationals met its target in 2024. The latest reading, 7.2% in 2025, is above the 2030 goal of 7%, though below the 12.3% starting level in 2016.

More than halfway

Housing and labour participation show substantial movement. Home ownership among Saudi families reached 66.2% in 2025 against a 70% target for 2030. Women’s labour-force participation was 35% in 2025, against a 2030 goal of 40%.

Life expectancy stood at 79.7 years in 2024, close to the 2030 target of 80 years. The UN e-government ranking reached 6th in 2024 against a target of 5th by 2030. Local oil and gas content, regular exercise and government effectiveness also belong in this group, on readings for 2024, 2025 and 2023 respectively.

Still far off

The private sector accounted for 51% of GDP in 2025; its target is 65% by 2030. Foreign direct investment represented 2.8% of GDP in 2025, against a 5.7% target for 2030. Neither had covered half the distance from its starting point.

The smaller-business and export measures show less movement. SMEs’ GDP share was 22.9% in 2024, against 35% by 2030. Non-oil exports were 22.1% of non-oil GDP in 2025, against 50% by 2030. Non-oil government revenue reached SAR 505.3 billion in 2025, compared with a 2030 target of SAR 1.00 trillion.

Not all goals below halfway are equally distant: overseas Umrah pilgrims reached 18.03 million in 2025, about 50% of the way from the starting point to the 2030 target of 30 million.

Tourism needs separate treatment. Visits totalled 106.2 million in 2023 against a 150 million target for 2030, but no starting point is supplied, so distance covered cannot be measured.
